This is the same incident.
The first passage you mention finally reveals in 2 Samuel 21: 1-14..."God granted relief to the Land"....

David commited an evil. We all know this...that despite his physical strength; David had his weak moments.
As the bibical narrative goes...if I remember well, without rereading the passages....
The Lord gave David three choices through His prophet, Gad, who quoted God as saying: "Choose one of them, and I will inflict it upon you..." .
It was to be David's choice...as all choices seem really harsh.
One was a plague wiping out many souls for three days, another devastation by a three-year famine, or being constantly pursued by the Enemy for three months period.

David therefore first thought to make a headcount of the people of Israel (as he wanted to do the least "damage" to them for his own transgressions). Forgetting that these people belonged to the Lord rather than he, King David... and only the Lord should know their exact number! In verse 10 it reads that David regretted having numbered the people. "I have sinned grieviously in what I have done..." and admits his dire guilt. He thought it best not to fall by the hand of men, for men are not merciful...taking his "chance" in hope of God's mercy....This "choice" resulted in 70,000 Israelites perishing; and the Lord ended-up being merciful by directly staying the outstretched hand of the dark angel who was to destroy Jerusalem. The passage reads: "The Lord regretted the calamity and intervened directly..."telling the dark angel "Enough now...You must stay your hand...."
Witnessing all this, David is soul-stricken with immense remorse and grief, saying to God: "It is I who have sinned...It is I the Shepherd who has done wrong. But these sheep, what have they done? Punish me and my kindred..."

In the Qumran Dead Seas Scrolls there is a fuller text of 1 Chr.21:16..."When David SAW THE ANGEL WHO WAS STRIKING THE PEOPLE"*...
