The rest of the relief, called "Ludwig's Legacy," shows German leaders from various epochs. But it's the panel with living politicians that has caused so much controversy. From left to right, former German Finance Minister Hans Eichel, former Chancellor Gerhard Schröder, current Chancellor Angela Merkel, former governor of Bavaria Edmund Stoiber and current leader of the Free Democrats, Guido Westerwelle.
