These women are in a rather difficult position as they are consecrated but not really religious. Nevertheless, dressing modestly seems to go with the territory. That does not equate with being frumpy. It is a delicate line to draw, but there is a certain flirtiness about one or two of these women which seems calculated to be eye-catching. It may be difficult to see in the picture, but the last few inches of that skirt are semi-transparent so the solid hem actually ends well above the knee. The shoes are pretty and the sheer dark tights show off the legs quite well. It is a rather provocative look for a religious working in the Pope's household. If she were going on to a dinner date - although I assume she is not supposed to date - this outfit would be OK but this was worn to church.
Although the housekeepers are supposed to be anonymous the fact is that they actually have quite a high profile. They seem to quite like being watched as they arrive and depart ahead of the Pope and are naturally proud of their position in the household. Their arrival is the signal that the Boss is on site and the show is on the road. Who can blame them for wanting to look smart under such circumstances? It is a question of how far they can follow secular fashion without looking inappropriate for the role. I think this outfit just steps over the line although, of course, others may well disagree.
